Any update on College Assurance Plan (CAP)?

What’s the latest on CAP or College Assurance Plan, the failed pre-need firm that left millions of Filipino pension and educational plan holders with nothing when it went down several years ago?

That’s what a few PMT members want to know in the discussion thread CAP Insurance, any experience?

Member foolcha said that CAP Pension is still liquid with enough assets in cash while the CAP Educational Plan has assets but are mostly illiquid, which means they cannot be easily converted to cash. Both CAP Pension and CAP Educational Plan are being managed by a trustee under the supervision of the Securities and Exchange Commission (SEC).

Another member, Langerhans, shared that a friend supposedly was able to get small amounts of refund on a staggered basis from CAP. Unfortunately, no additional details were provided.

Were you a CAP policy holder? How did you cope with the collapse of this pre-need firm? Have you received any refund or repayment for your policy? Or do you have any official updates on CAP?

  1. I was able to finish my college in Ateneo with the help of CAP. Good timing though that I was able to graduate before it collapsed. Wrong actuarial science maybe is the key reason why it fell. And too much investment on raw lands that were not sold.

  3. Me and my wife worked hard to pay the whole 5 years to finished the contributions in CAP. Even though we haven’t inquired yet about the status of our payment, I believe, they should give us an update on this specifically to each member. They have no conscience, imagine that the reason why we put our money to them is that because we trusted them and believing that our child would be secure in the future in terms of education.

    I havent heard of anything with the government to help us in getting back our money. This is the fault of CAP administration and not by us.

  4. Even with this court resolution, as stated “c. Plan holders with terminated plans
    The termination values (based on the contract which is a percentage of the gross contract price paid) shall be paid over a five year period from 2007 payable quarterly starting on the second quarter.”
    I haven’t got any cents until this time. They are making excuses of first filed first served system as CAP stated:
    “TERMINATION VALUES
    1. First installment payments will begin during the second quarter of 2007, also on a “First Filed, First Served” system.
    You haven’t heard from the government because they are busy collecting our taxes used for drafting laws which are not favorable to ordinay cit1zen like us.

  5. I was able to go to CAP about 4 times. nothing and absolutely nothing the staff can do. i have almost 500K investment. sila ang yumaman at nakinabang. kawawa talaga tayo. pero i still believ in karma.

  7. ini-ipit naman kasi ng ayala ang cap kaya nagka ganun ang cap… maraming walang alam kung sino talaga ang responsable sa pag collapse…. parati na lang gobyerno…… hayy kawawa mga tao..

  10. My husband and I bought college plan for our two sons when when they were in their grade school. We thought that we were saving money for my family’s future. Nothing to worry for sons college tuition fees. We thought we were prepared for their college needs because it was already paid off. Until now, we still work hard for our son’s education. I believe that the philippine government tolerates this kind of fraud or scam because nothing has been done to solve this mess.

  11. mga kapwa ko biktima ng CAP, bakit hindi tayo magfile ng demanda? yong mga taga legacy e may kaso agad. bakit tayo masyadong mabait at mapaghiuntay sa tila wala namang mahihinpay pa? seryoso ako…. sana mayrong mga abogadong may magandang kalooban tulungan tayong mga mahihirap na empleado na nagsumikap makapagpundar para sa mga anak peru heto hindi maintindihan kung kanino talaga tayo babaling ng kalutasan sa problemang ito…..

  12. Nakakuha kami ng konting pera early last year sa CAP. Siguro mga 6 taw yung cheque….after nun, wala na. Meron pa silang pa ROI or return of investment eh ni yun man lang sanang ibinayad na lang namin ang ibalik. Hu3 Pray natin na makaraos ang CAP para mabayaran tayo…Kung kakasuhan sila, kelan kaya matapos ang kaso? 20 years after?

  14. The politicians and government officials already know the issue. With the problem cropping up again sa Legacy sana lahat ng failed pre-need companies ay busisiin na. May nephew will now need his educational plan to go to college but unfortunately, wala pa ring result sa CAP. His brother who was supposed to be a CAP beneficiary as well already graduated but only got P600 on his last check 2 years back. Ano ba yan?!

Apat ang aming Educational Plan sa CAP at nabayaran namin for two years, magtatapos na sa isang taon ang aming panganay,mag First Year College naman ang pangalawa next year, sunod sunod na sila pero wala ni isang kusing kaming nakukuha pa sa CAP para sa panganay namin.Paano na lang ang aming naihulog? Sana maaksyunan kagad ang bagay na ito para naman manumbalik ang tiwala pa ng tao sa iba pang ahensya.

  18. Nakakuha ako last year July 2007 ng dalawang cheques 8,000 each. Sabi ng CAP quarterly babayaran daw kami. May 2009 na hindi na nasundan. Yung pension ko 80,000 pesos pero hindi ko natapos, ang ibabalik daw ay 15,000 pesos, hanggang ngayon wala pa rin.
    Marami silang abogado at puwede nila tayong paikutin. Mabuti na lang at malakas pa ako para
    bumalik sa abroad. Paano na yung labandera at mga retired na..tigil ang mga anak nila..
    maga walang puso ang mga taga CAP, puro sila pangako…
    Ngayon pati SSS at Pag-ibig kabado din ako…bahala na…wala tayong magagawa pag me magnanakaw…
    maski saan sila makikita…MAKA-KARMA din ang mga yan…

    wag ka ng umasa pa sa CAP, mag OFW ka na lang para mapag-aral siya.
    maski sa bangko , wag ka ng maglagay ng malaking pera , baka magsara rin.
    mahirap na magtiwala…sa GSIS,SSS atbp… Bahala na ang Diyos sa kanila …marami ang magnanakaw sa
    paligid…

  23. I have filed my withdrawal from Cap Educational Plans for my two kids last 2006.It’s fully paid, yet till now, I haven’t got anything from it. 50% lang daw ibabalik sa akin. Ok na iyon kaysa wala. But until now, WALA pa rin. Sana tamaan kayo (taga CAP) ng kidlat!

  25. paano ko makukuha ang perang ibinayad ko sa CAP kung nawala na angmga katibayan kong nag bayad na ako sa kanila pati na rin ung certificate of payment…1997 ng matapos ko ang bayaran…dapat ginagamit na ng anak ko yan……ndi na cya nakapag college dahil WALANG PERA NA…..

    Find your name on the list:
    If you found it make sure your last name, first name and middle name are matched.
    And then copy the details next to your name (*control number/check number as of date)

    Then go to CAP and claim your check.
    Bring an ID and also the details you got(control number/check number as of date).

  31. I read in the Internet that my daughter, Adalyn D. Almora has a reimbursement of her tuition fee. She finish her course in 2006, BS Pharmacy at UST.
    I went to the CAP service office here in Tabuk Kalinga to inquire but they said that they have not receive any notice of payment for us. They still have to inquire from the Tuguegarao office.

  32. Paano naman kami makapag follow from the province dahil halos walang maisagot ang mga naiwan sa mga branches. Kung punpunta pa kami ng Main Office, pamasahe pa lang eh ubos na iyon halaga ng claim mo tapos pabalik balikin ka lang. Patapos na ang anak ko sa Xavier Cagayan de Oro , ni isang isang singkong duling eh wala pa kaming natatanggap.

Okay, kung hindi n’yo kayang tuparin ang pangako n’yong pagtustos sa pag-aaral ng tatlo kong anak, na fully paid 100% na lahat ng dapat kong bayaran, eh di ibalik n’yo na lang, at least, ang naibayad ko na. Sige, kahit wala na tubo the fact na nagamit n’yo ang pera ko ng matagal na panahon. Sige, di bale na, lamunin n’yo na at ng mga anak n’yo ang tubo. Pero kung pati naman ang kapital na naibayad ko na eh balak n’yo pa din lamunin, eh nasan naman ang konsensya n’yo???   39. naka-avail kami ng 2 years para sa pag-aaral ng anak ko pero yong ika-tatlo at pang-apat na taon nya ay hindi na kami makatanggap ng refund mula sa CAP – nagsimula na kasi ang problema ng CAP. Sa ngayon umaasa pa rin kami ng asawa ko na balang araw magsisimula na muli ang CAP tumanggap ng mga resibo para irefund nila. Graduate na ng nursing ang anak ko 2 years ago na at patuloy paring umaasa ng refund or whatever benefits due to my daughter.

  40. Many CAP planholders are still hoping that they can still recover their investments.The chances are dim. I’ve tried everything but failed. The government agencies which are supposed to help and protect us are the ones which actually betrayed us. The Makati judge by the name of Judge Untalan did not even bother to report what happened to the rehabilitation of CAP although he is mandated by law to do so. The Securities and Exchange Commission is now powerless to help us because the matter is taken over by the rehabilitation court in Makati. Even the senators and congressmen I approached failed to help us.It seemed that the power behind CAP is bigger and powerful than them. Compared to Legacy which was prosecuted quickly, the CAP owners are sacred cows and might have escaped with impunity.
    We might no longer be able to get our money back but at least we should get justice. Under the current government of GMA that has been proven to be impossible. Hopefully, if Mar Roxas wins he could at least help us. He authored the Pre-need Code which would give future planholders the protection that we never had. The last time I heard it was already signed into a law but I have not read its provisions about past victims of companies like CAP, Pacific, Legacy and others.

Kimberly atbp: alam ninyo dinaanan ko na ang mga mga tanong n’yo at mga nararamdaman n’yong hinanakit, hanggang sa katatanong ko sa CAP office na kinunan ko ng mga policies para sa mga anak ko sa probinsya namin (wala din silang masyadong alam, mind you) ay nabanggit nila na baka sakaling may maitutulong ang SEC sa Ortigas Avenue.

    Pumunta ako doon sa SEC building 10th Floor. May abugadong kumausap sa akin pero kesyo before eh arbitration with CAP lang ang nagagawa nila, pero since January 2010 daw ay may bagong batas na nag-take effect at inalis na sa kanila ang responsibilidad na iyon, at nalipat na daw sa Insurance Commission which is located sa UN Avenue sa Manila. Mabait naman ang abogado sa SEC at sinabi pa kung sino ang puede kong hanapin sa opisinang iyon. (Pero hindi sana kabaitan ang hinahanap ko kundi kunkretong sagot kung nasaan na ang pangako ng CAP o kung hindi man ay ang perang naihulog ko na: 3 CAP Education, 3 CAP Help, at 3 CAP Pensions amounting to more than 1M pesos ang total premiums na fully-paid ko na).

    On the same day ay pumunta ako sa Insurance Commission at kinausap ko ang taong ini-refer ng SEC attorney. Mababait din sila sa IC office pero gaya ng nasabi ko na, hindi kabaitan ang hinahanap ko, at gaya ng gut feelings ko nang papunta pa lang ako sa IC, ay wala din sila masyadong magagawa kundi pinag-fill out lang ako ng proforma insurance claim report, at isa-submit daw nila ang complaint ko sa CAP. Early last month iyon.

    Hah! Ewan ko na lang kung ano ang dapat kong asahan, pero bilang isang taong ‘ninakawan’ na naghahabol ng mga ‘magnanakaw’ ay konsolasyon na na may ginagawang hakbang kahit sa anumang paraan, kesa naman tumunganga lang ako at maghintay ng kapalaran o awa siguro o milagro, kahit na alam ko nang maliit ang pag-asang maantig ang damdamin ng mga isip-magnanakaw, kaya nga magnanakaw eh.

    Kung marangal sila eh di sana nila kayang gawin ang ganito sa katulad kong mahirap na ang perang nilamon nila at ipinalamon din nila sa mga anak nila eh pinaghirapan ko sa abroad ng napakaraming taon para sa kinabukasan ng mga anak ko, na pawis, dugo, at luha ang pinuhunan ko na nagtiis na malayo sa mga mahal ko sa buhay para lang lamunin ng mga taong ito! #@$%&!**&%$!!!! Kung puede lang magmura!

  43. I just received a letter from senator mar roxas office saying na nagpaprocess nga ng mga claims ang CAP ngayon. Pumunta lang daw sa pinakamalapit na tanggapan ng CAP sa aming lugar at magsumite ng mga kaukulang dokumento. Hinanap ko ang hotline ng CAP para mapag-alaman ang mga kaukulang dokumento na binanggit sa sulat ngunit hindi ko makontak ang CAP….hmnnnn… nakakalungkot na marami pa pala ang hindi nakakatanggap ng mga claims, wala bang magagawa ang gobyerno tungkol dito kundi ang magpadala na lang ng sulat??

  46. Isa po ang anak ko sa mga may CAP Educational Plan…year 2005 pa ng kami ay mag file ng refund pero hanggang ngayon 2010 na ay wala paring kaming natatanggap na refund mula sa CAP tanong ko lang kung saan pwedeng pumunta para mapadali ang aming refund maraming salamat po..

    Last year pumunta ko ng CAP to get my certificate of full payment kasi matagal na yun di ko pa nakukuha. And gusto ko rin sana refund na lang yung hinulog ko kaso kailangan daw kung kelan maturity date. And regaring po sa Claim kung natapos na kayo ng college na di nyo nagamit yung CAP nyo ang alam ko po need po yung mga payment slips saka yung schedule ng klase nyo sa school.

    please keep all your original documents especially : a) Plan Contract [policy], b) certificate of full payment, and optionally but I suggest it, c) official receipts evidencing your payments.

    when writing the company, mention your contract # and CFP # always and how they can reach u: landline, mobile#, email address, fax #.

    address your claim or complaint or query to the Customer Service Dept. and keep following them up. Every other day if necessary. Provide copies to the President of the company.

    If you do not hear from them within a reasonable period of time, write directly to the Commissioner, Insurance Commission. You betcha you’ll get a speedy reply.

    Sana nga, kahimanawari, ay kasing-optimistic mo ang kinabukasan nating mga naging biktima ng CAP. I didn’t just write the Commissioner of the Insurance Commission, I went there personally and talked with the chief of the concerned department. I did so after being directed there by a SEC attorney. It was in February this year. They let me fill up and sign a proforma insurance claim report for one of my pension plans that reached its maturity in November of ’09. I followed up repeatedly my claim since then. And some time last month, they sent me a copy of their cover letter addressed to CAP to whom they forwarded my claim. Hah! Here I am again, waiting for what the future holds, because my claim just went full circle from CAP to SEC to IC and now back to CAP. Amazingly fantastic, di ba?

  51. last year we have filed our claim for the tuition of my daughter, and I tried to follow up early this year still no check and was again required to file a new one. I hope the govt could do something about it. sa totoo lang napaka inutil tlaga ng ating gobyerno, is it because hindi nila ma compel this big companies to pay their creditors sa dahilan napakalaki ng contribution nitong mga big companies sa knilang campaign fund.   65. There seems to be quite a lot of negativity surrounding CAP – and understandably so. Many people’s savings went into CAP in order to ensure a college education for their children, but when the accusations from Mar Roxas came about CAP being a “scam” and showing alleged “proof” that the pre-need company was bankrupt – many plan holders panicked. People started trying to take their investments back, and business for CAP weakened.

    But before people start casting hostile words towards CAP – there are things people should know. First of all, to call CAP a “scam” is unfair and wrong. CAP has helped many thousands of people graduate college since its creation. If it were a scam, then nobody would have been able to graduate – because once the company had the money it would have just packed up and left without fulfilling its role. CAP built their company, I believe, out of a real desire to HELP PEOPLE.

    Now, because running a corporation isn’t easy (especially with a government like ours), perhaps certain incidents occurred that did not turn out in CAP’s favor… but to call them scam artists and to have an overall hostile and hateful attitude towards them is ignorant, in my opinion.

    If you look at the current situation – out of all the pre-need companies, CAP is the only one around still trying to pay people what they owe. I think that says a lot about how they are as a company. For those of you that don’t know – it would be easier for CAP to declare bankruptcy and close, just like many of the other pre-need companies did – leaving all the plan holders without money. Instead, they remain open, looking for people to go to them and inquire about how they can be paid. This is a hopeful sign, proof that CAP is trying, at least, to make amends with its plan holders.

    Also, the claim that Mar Roxas made about CAP being bankrupt was a false one. CAP is a pre-need company, not an insurance company (although it also has insurance as one of its products). What Roxas tried to do was calculate CAP’s funds using an INSURANCE calculation called the Actuarial Reserve Liability (ARL).

    The ARL in this instance was wrongfully used because CAP is NOT INSURANCE, but pre-need. The ARL made CAP liable for the plan holders’ investments IMMEDIATELY (just like in life insurance) – even if CAP wouldn’t have to pay for the plan holder’s college education until the plan holder actually got into college. That is where the miscalculation occurred.

    So, actually, the real victim here is CAP, whose plan holders were scared off by certain government officials who did not understand what they were doing – effectively ruining the chances of thousands of Filipinos to achieve a college diploma because of their haphazard and reckless accusations.

    That aside, CAP is now going through lists of people on a First Filed, First Served basis that they have to pay back. They have to follow strict guidelines outlined in the COURT ORDER served by the government – so some payments may come in slower than others. But the important thing is they are doing their best to pay us back!

    Visit your nearest CAP office, bring your Certificate of Full Payment along with other requirements there may be, and inquire about how you can get your money back.

  66. I went to CAP Makati this morning (Oct. 4,2010) hoping to claim the check they promised me last June. Which the Lady at Window 1 said i could claim after 3 months. Unfortunately it has not been filed. They were saying that after the first filing you have to file a second time. Which after this process the check will be processed and released! SO WHAT THE HELL WAS I WAITING FOR FOR THE LAST 4 MONTHS? NOW I HAVE A BIG PROBLEM ON MY SHOULDER BECAUSE THE 2ND SEMESTER TUITION FEE IS ALREADY DUE THIS OCTOBER!!!!!

    So why didn’t they say so in the first place! I tried emailing them a couple of times, if i can pick up the check…unfortunately i get NO REPLY AT ALL!!!!

    The arrogant guy at the Tuition Fee claiming window was not even accommodating. All he kept saying was go to this window and file again because your check can’t be released unless you file…. so now tell me CAP… is this how you treat your plan holders? Years ago your agents would even get to the point of begging just for us to avail… now that we need it.. you treat us like trash??!!!!! you can’t even attend to our needs?!!!!!!!???? THE PEOPLE AT THE OFFICE COULD NOT EVEN SAY ANY DEFINITE DAY OR MONTH I CAN CLAIM THE CHECK!!!!

    I must apologize on behalf of College Assurance Plan. It is not the company’s intention to anger our planholders, and the treatment you received from our customer service personnel was unfair, impolite, and uncalled for.

    CAP is continuously striving to improve the quality of its service personnel. However, since our customer service personnel are people too, sometimes we cannot help the fact that their personal emotions, feelings, and sometimes fatigue sometimes gets the better of them. Still, this is no excuse for a planholder to be treated the way you were treated, and we are deeply sorry for this.

I inquired this morning in Treasury Department regarding my pension plan if it could be received, but I was disappointed when the lady in window asked me that if I received a letter from CAP to claim check, but I said “No” and additional to that she said that there no funds available for pension and gave no assurance of certain period of time when to claim it. So I just sit down broken-hearted. I was confused and thinking what the proper way to resolve this problem.

    I was expecting to receive my pension really soon to support my plans for this year. I was wondering if there is any possible procedure that i could do to claim my pension as soon as possible. Or if not, can the company give me a concrete figure of when I would be able to receive my pension. I’m hoping to receive it very soon

  70. I have long paid my dues from CAP and completed full payment in 1999. My daughter is in college already since last year, 2009. I already submitted all the documents so she can avail of the educational plan. Unfortunately, its more than a year since we submitted everything but no first check yet – not even a notification whatsoever. I wonder how long are they going to ask the holder to wait. We are having a family difficulty right now due to sickness and unemployment, and eventually my daughter has to stop her college studies. This educational plan is the only hope for my daughter’s future but even this one also failed us. I wonder how long are we going to wait????

  71. May I know how the proper CAP’s procedure works, when one has to avail of and make a claim for a fully paid up CAP’s college educational plan? Kasi, ang dami ko ng kakilala with certification of full payment but unfortunately wasn’t able to receive any payment from CAP since then. Yung iba pa nga, naka-graduate na ng college ng hindi nakakuha man lang ng kahit anong payment sa office na yan. Matapos kaming magbayad at makuha nila ang pera namin, wala man lang kaming matatanggap eh halos kumita na sila at tumubo pa sa mga pera ng tao. We paid for nothing, no service at all, don’t you think its a “scam”?

    I’m referring to the full coverage plans previously offered by CAP, yung NECU-A, NECU-B, NECU-C. I wonder how CAP would address these payment issues specially kung may katagalan na ang paghihintay ng mga claimants, at halos nangawala na rin ang mga documents na hihingin nila much, much later pa? Aanhin pa ang damo, kung patay na ang kabayo???!!!! Aanhin pa ng mga estudyante ang educational plan kung tapos na sila at naka-graduate na??? Ipapa-produce nyo ngayon ang lahat-lahat ng resibo at kung anu-anong documents para mahirapan ang mga magulang and eventually cannot claim? At papano naman yung ibang estudyante, na hindi na nakapag-aral dahil sa inyong pagtalikod sa obligasyon ninyo? Can we sue you for other ALL damages including opportunity losses and lost time for these students, who are supposed to be studying but unfortunately got affected by CAP’s decisions and inactions, and shamelessly ignoring their obligations? Kawawa naman ang mga batang ito, habang ang mga anak ng mga may-ari ng CAP, ay malayang namamayagpag sa iba’t-ibang prominent schools at the expense of these ordinary kids’ future. tsk tsk I hope you guys wake up, and start looking at your social obligations. Over, overdue na kaming mga claimants!!!! Could you please be honest enough to tell us, kung meron ba kaming inaantay????     First, I must apologize for how you feel about CAP right now. It is understandable. I also am sorry for the situation that your family is in right now.

    I understand that there are a number of things that you need some answers to.

    One of your question is how long are you going to wait.
    – The thing is, CAP is only following a COURT MANDATE on WHO,WHEN and HOW MUCH are they going to pay.
    So, even if CAP wants to pay you now, the amount that you are asking, they cannot do it, as they are required to follow the court mandate. They must follow that court mandate AT ALL TIMES, AT ALL COST. As of now, there are currently government officials that are monitoring the company FROM THE INSIDE CAP. Their hands are tide as to who and how much money to pay back to their clients. Or else, the company might be force to close down, which all of us that are affected don’t really want to happen. As of now, even if the company is struggling, they are still paying.If they are force to close, then nobody will receive their money anymore. With regards to this there is a list of people that has pending checks.

    -second you want to know the procedure on how to claim your check.
    With this one, I am sorry if you are tired of showing these documents, but they are needed. as i have said, there are several government officials who are actually monitoring CAP. We cannot just go and follow what we want to do and how we want to do it. We are given this things to look for by the court and we have to follow it. At least they are trying to pay the best they can.

    I understand why you would think this way, because some pre-need companies were infact scams. Hindi ganun, we cannot say na dahil sa SCAM yung isang pre-need company, scam na lahat.   78. My Parents had paid my dues from CAP and completed full payment as well as my brother and sisters Cap. My 2 elder sister had already finished their studies but we had received a checks twice only with the amount of two hundred plus per check. Now, Me and my brother is in college already and I already submitted all the documents so we can avail of the educational plan and our help plus. Unfortunately, its more than a year since I submitted everything but I haven’t receive any check for me and my brothers educational plan and for my help plus plan– not even a notification whatsoever. I wonder how long are they going to ask the holder to wait. We are having a family difficulty right now due to sickness and unemployment of my 2 elder sisters and father. I will be having my on-job-training this summer in manila, the refund of this help plus plan of mine is the only hope for me to have my OJT there and the refund of our educational plan will help me and my brother studies. September 14,2008,nag matured ang pension plan ko,hangang ngayon wala pa ring balita mula sa CAP.Ano po ba ang kailangan kong gawin para makuha ko at magamit naman ang pera ko dahil wala akong trabaho sa ngayon.Noong nagmature itoang pinili ko sanang option ay monthly kong makukuha pero sinabi sa akin na kunin ko na lahat,ng maprocess ko na ang mga requirements kinuha nila ang original papers ko at certified xerox copy na lang ang binalik…PLEASE CAP mangement balitaan nyo naman ako…

    I HAVE CALLED, EMAILED (UNFORTUNATELY THEY DON’T RESPOND!) AND ALL THEY SAY THERE IS THAT THEY DON’T HAVE ANY ASSURANCE OF WHAT DATE I CAN CLAIM MY CHECK REFUND! I WILL FILE MY SECOND CLAIM THIS MONTH AND YET THE FIRST ONE HAS NOT BEEN RELEASED!

  102. Gusto ko lang malaman sana kung kailan matatapos ang paghihintay ko para ma-refund ko ang aking 5units pension plan? Sana naman maintindihan ng mga kinauukulan ang pangangailangan ng mga ordinaryong tao tulad ko. 1996 ko sinimulang hulugan iyon tapos natapos ng 2001. naghintay muli ng 5 taon pero ngayon ay lumapas na at umabot ng 9 na taon sa haip na limang taon ang paghihintay. Sa tuwing pumupunta ako s CAP office dito sa Cebu City, walang malinaw na sagot.

  112. I terminated my plan (SFA Acct. No. 80-00-01-01-H0229) last May 2005 and was told that I’ll only be receiving less than half of what I have actually paid. I was also told that I can receive my refund after 5 months from filing my claim but that didn’t happen.

    I got a check in September 2009 (after more than 4 yrs) but only a partial payment of my claim. The nice lady releasing the checks told me that issuance for refunds/claims are done in installments. I have sent several emails (email ad provided with the list of checks for release on the CAP website) before and after the release of the 1st check but didn’t get a single reply.

    I was hoping that CAP could at least give us updates on the status of our claims. How long do I have to wait for the next check(s)? I’ve already lost a lot considering the number of years that have passed since I filed a claim.

    Hope I could get an answer and receive my claim real soon.

    Regarding your question about status updates, they actually have a site where you can check the names of those people who have unclaimed checks sitting and just waiting for them to be picked up. Click on this link to be redirected to that update:

    Ask ko lng kung paano kame pwede mag follow up ng checke para sa pension plan ng mother ko.. since sbe sa akin years pa daw ung aantyin and via mail daw ippdala ung notice n may cheke n… bka pwede ako humingi ng assistance kung paano kme mkkpag follow up na ndi n pupunta sa branch ng CAP.. malayo kce sa amin tgaa QC p kme… syang din s pamasahe.. Do you have any hot line n makaka accomodate ng follow ups? para ndi nmn kme ngaantay na parang wlang inaantay.. khit paano gusto nmin magkaroon ng pag asa n mkuha kung anu ung pnghirapan nmin byaran noon..i understand ung issue ng company but the point is kelangan din nmen ng assurance kht paano..thanks..

        I contacted the numbers that you have provided.. no one is answering the telephone just like what happen when andrea laroza gave me a contact no. for follow up of requirements. Is there any other way for us to follow up if we can get our checks/money for my mother’s pension plan. You know what madam, the money will surely help my mother’s condition. She’s been hospitalized twice and is now under maintenance of medicine and failed to get back to her doctors because we dont have enough money. I hope we could get something from you company. Even a monthy pension could help.Please help us get what is right for us. thanks.. =(

    I am aware of the website coz that’s where I found out that a check is ready with my name on it. I was disappointed when I went to claim my check. I thought I was getting the whole amount of my claim but instead got a check for a partial payment.

    Is there any way for me to know the real status of my claim? At what stage of the process it’s in; at least a voucher had been prepared? The amount isn’t that big but I’ve already lost a lot coz of the years that passed when I could have used the cash for something else. I could have earned interest if I kept it in the bank throughout those years (more than 5yrs).

    Hope to get good news on my claim real soon.

          Well, what I can say is I’m not paid to do what I am doing right now, I am here to help out as much as I can.

          What I can say is that it really is taking time because first, it is court mandated who they pay back first, when and how much. Aside from that it really is hard for CAP Philippines because they still have to source out the money to pay back their plan holders.

      OPO! Makukuha nyo pa po yung binayad nyo sa CAP Philippines, as of now po mukhang matatagalan sapagkat dumadaan pa sa korte kung sino ang babayaran at kung magkano plus the fact na sinosource pa nila yung funds pero YES po, CAP PHILIPPINES is paying back their plan holders. All you have to do, is go to the nearest CAP Philippines office and file a claim. Bring your Certificate of full payment,( I advise it to be photocopied) and also two valid id’s.

      Thank you po sa pagpost, Actually with regards to that, I’m not quite sure myself, but as far as I know, you will need your Certificate of full payment,(ipa xerox copy nyo na po to be sure), at dalawang valid ID’s.

      If you are to claim, paki post po sa amin kung kamusta yung experience nyo. share nyo po sa amin s thaqt we know, pakitanong rin po ng name ng mag aassist sa inyo para po of incase na hindi maganda yung experience natin maipaabot natin sa mga nasa itaas.

      Salamat sa pag post ng concern mo, Una sa lahat gusto ko humingi ng pasensya kasi alam ko kung ano ang pinag dadaanan mo.

      Sa ngayon, kagaya ng palaging kong sinasabi walang definite time na maipapangako ang CAP Philippienes sapagkat dumadaan pa sial sa mahabang proseso ng pag fifile rin sa korte bago maka abot sa inyo ang pera.

      Ang korte kasi ang nag dedesisyon kunh sino ang mabibigyan ng tseke at kung magkano at kelan ito ibibigay, hayaan nyo po at kung sakali pwede ko i follow up yung inquiries nyo pa gmay SFA number kayo.

  126. Hi to all: my son’s cap is already fully paid since 2000 pa and It is due to use that next year.
    My questions are:
    Is CAP will still pay his tuition fees for the his college course as stated on the original plan?
    Am i going to pay it first and reimburse later?
    Appreciate your comment regarding my queries and please advise some options.

      The best thing to do is go to the main office in Makati, you can file for reimbursement. Just bring your ID, birth cert of the your son and id picture if im not mistaken.

    good day po, i just want to ask po kung kelan ulit ako makakatangap ng check ko? natangap ko po ang 1st check ko last 2009 pa.until now wala na. then ang promise nila sa amin is yearly they will pay us po. pero hindi naman nangyari yun. hindi ko na nga nagmit for my education ang CAP ko tapos pati yung ipaparefund namin delay pa din….

        THe first thing to do is to file a claim po. Go to the head office in Makati. Afterwards I can help you na po ask them kung meron na yung na file nyo through the internet na lang.

Good eve po ask q lng po sana kung maki-claim pa ng mga anak ko ung sa Cap nila kc ds coming school year mgka-college na ung isa ko.Ask ko po kung may makukuha pa ko sa cap dahil sayang din naman ung naibayad ko.Dalawang anak ko ang may Cap pero ung panganay ko pa lng ang mag-kokolohiyo.Eto po ung SFA # 62-74-77-01-A00527 at 62-74-77-01-A 00528.Fully paid n eto last July 27,2004.

  130. Hi, CAP pension po yung akin fully paid na at mag mature na ang plan in ten years. Ano po ba ang dapat kong gawin sa ngayon tungkol dito. Sa educ lang po kasi ako may nababalitaan. Wala na po ako sa Pilipinas.

  135. good day, fully paid na po yung educational plan at pension plan namin ng anak ko, nung nagka problema ang cap tinerminate ko yung contract para erefund nalng yung share ko, pero hanganh ngayon wala parin akong balita kung ano na ang sitwastyon nung request ko. iniisip ko kung i cancel ko yung termination na ginawa ko before, ituloy ko nalang yung contract para magamit ng anak ko yung educational plan kapag nasa college na sya. wala po ako sa pinas.

  137. good day… graduate na ako last 2003, ask ko lang if meron pa kaming ma claim sa cap pension, 4 kami nagkaroon ng college assurance plan at ako ang last nag graduate sa amin from different schools.       Yes CAP is paying back its planholders, they never closed, so you can go to the nearest CAP office and file a claim.

  143. I am the attorney -in-fact of my sister who is working abroad..i have been transacting the educational plan of my niece since last year. I am very disappointed with the cap services .. until now, we haven`t receive a single centavo from this very poor and lousy office…the staff are always telling me to come back the next month only to be told that the money is not yet released from their main office in manila…they always tell me to come back the next month after…

    i am working and it is difficult for me to cut time just to visit their office for follow ups..so i ask their contact number.. a woman employee gave me their contact number which when i tried to contact nobody answered..

    now, my niece is going to be second year in college….for God sake CAP please release the money that my sister have been working hard for…sweat and blood..just to pay the contribution…

Kahit pa mamatay ang anak ni Juan ang kanyang pre-need educational plan ay maari pa ring isalin.Sa madaling salita, walang posibilidad na ang pre-need companies ay maging liable kaagad matapos magbayad ang mga kliyente nila ng unang installment. Kung ganito ang sitwasyon, bakit ARL ang ginamit sa CAP? Walang basehan ang pag pwersa sa mga kumpanya magkaroon ng pananagutan kaagad kung wala naman talaga silang pananagutan pa.Nasira ba ang isang buong industriya nang dahil lamang sa pagkakamaling ito? Ang pangarap ba ng libo o maaaring milyong tao, mga Pilipinong nangangarap makatapos ng pag-aaral, sinira ng ilang indibiduwal sa gobyerno at ng SEC ng bigla nilang pinilit gamitin ang maling paraang ito?
      Nanlulumo akong isipin ang posibilidad na ito. Gayunpaman, talaga namang mayroong ibang mga kumpanya na SCAM lamang talaga, sa palagay ko ang pagiging bukas ng CAP Philippines ay isang ebidensya na hindi tayo scam; kahit pa nga ba hirap silang makapag bayad sa tao.Gayunpaman,binisita ko ang website ng CAP, at napansin kong sila ay sumusubok pa rin namang magbayad. Maari kayong pumunta dito sa website na ito http://www.cap.com.ph/ tapos ay i-click nyo ang education, mayroong listahan na naglalaman ng pangalan ng mga taong mayroong hindi pa nakukuhang cheque mula sa iba’t ibang parte ng bansa.Sapalagay ko ay panahon na upang ating malaman at maintindihan na ang CAP ay isa sa mga pinaka-naapektuhan, isa ito sa mga biktima sa pangyayaring ito, dahilan sa pagiging pabaya ng ilang mga pulitiko at opisyal ng gobyerno. Ang mga pulitikong ito ang dapat magbayad sa mga taong ito na nawalan ng pag asang makapag tapos ng kolehiyo, sila ang dahilan kung bakit nagkaroon ng mga teorya ang tao na mali ukol sa CAP.At sapalagay ko ay dapat ng maintindihan ng tao na bukas pa rin ang CAP Philippines para sa mga tao na naapektuhan ng biglaang implimentasyon ng ARL. Dapat na malaman ng tao na mas madali para sa CAP Philippinesang magdeklarang bankrupt at iwanang walang-wala ang kanilang mga planholders, ito na marahil ang pinaka madali kung ang iniisip nila ay ang kanilang sarili lamang. Ang kanilang pinto ay nananatiling bukas sa kabila ng mga batikos sa kanila ng mga tao na sinusubukan nilang tulungan.Dapat ay atin silang pasalamatan sa pagpupumilit nilang magbukas at magsilbi sa mga tao at sa pag-pupumilit na maipaalam sa atin ang katotohanan.Isipin nyo po ulit mga binitiwang salita nyo.

Nahanap ko ito ngunit ganun na lang ang aking pagka-dismaya nang malaman kong ito pala ay isang paraan ng pagkalkula na halos hindi na maintindihan, ngunit pinilit kong basahin at paulit-ulit kong pinag-aralan hanggang sa maintindihan ko ito. Noon ko nalaman na mali ito, hindi ito ang tamang paraan sa pagkalkula kung pre-need ang pag-uusapan!Susubukan kong ipaliwanag ang ARL sa pinaka-simpleng paraang kaya ko, ito ay ang pag-kalkula ng pananagutan ng isang kumpanya, kadalasang ginagamit ito sa mga insurance company. Importante ang ARL sa mga insurance company sapagkat ang ating tinatawag na “insurance policy” ay walang katiyakan kung kailan mag-mamature, kaya maaring kunin ang buong halaga ng pera na naibigay anu mang oras gustuhin ng may-ari ng plan holder at dapat maibigay ito kaagad ng kompanya.Heto ang isang halimbawa: kung si Juan ay bumili ng life insurance galing sa Alpha Company na nagkakahalaga ng P2,000,000.00 milyong piso sa pamamagitan ng pagbabayad ng unang installment ng P400 sa Enero 1, at pagkatapos ay namatay siya nang Enero 2 ng walang binabayarang higit pa sa P400, ang insurance company ay dapat magbayad sa mga benepisyaryo ni Juan ng buong P2,000,000 milyong piso kahit na si Juan ay nagbayad lamang ng P400 piso lang.Ang ARL ang nagsisiguro na ang mga insurance companies ay palaging may pera para kalian matugunan ang pangako nila sa kanilang mga kliyente, at ang ARL ang karapat-dapat na gamitin sa mga oras at insurance company.Ngunit sa kaso ng mga pre-need company, mayroong maliwanag at siguradong petsa sa kung kailan mag-lalapse o magmamature ang plan ng mga planholders.Sa madaling salita, kung si Juan ay may pre-need educational plan para sa kanyang anak mula sa Country Company na nagkakahalaga ng P2,000,000 sa pamamagitan ng pagbabayad nya ng P400 sa Enero 1, hindi maaring ang Country Company ay magbayad kaagad. Walang basehan ang pag pwersa sa mga kumpanya magkaroon ng pananagutan kaagad kung wala naman talaga silang pananagutan pa.Nasira ba ang isang buong industriya nang dahil lamang sa pagkakamaling ito? Ang pangarap ba ng libo o maaaring milyong tao, mga Pilipinong nangangarap makatapos ng pag-aaral, sinira ng ilang indibiduwal sa gobyerno at ng SEC ng bigla nilang pinilit gamitin ang maling paraang ito?
      Nanlulumo akong isipin ang posibilidad na ito. Gayunpaman, talaga namang mayroong ibang mga kumpanya na SCAM lamang talaga, sa palagay ko ang pagiging bukas ng CAP Philippines ay isang ebidensya na hindi tayo scam; kahit pa nga ba hirap silang makapag bayad sa tao.Gayunpaman,binisita ko ang website ng CAP, at napansin kong sila ay sumusubok pa rin namang magbayad. Maari kayong pumunta dito sa website na ito http://www.cap.com.ph/ tapos ay i-click nyo ang education, mayroong listahan na naglalaman ng pangalan ng mga taong mayroong hindi pa nakukuhang cheque mula sa iba’t ibang parte ng bansa.Sapalagay ko ay panahon na upang ating malaman at maintindihan na ang CAP ay isa sa mga pinaka-naapektuhan, isa ito sa mga biktima sa pangyayaring ito, dahilan sa pagiging pabaya ng ilang mga pulitiko at opisyal ng gobyerno. Ang mga pulitikong ito ang dapat magbayad sa mga taong ito na nawalan ng pag asang makapag tapos ng kolehiyo, sila ang dahilan kung bakit nagkaroon ng mga teorya ang tao na mali ukol sa CAP.At sapalagay ko ay dapat ng maintindihan ng tao na bukas pa rin ang CAP Philippines para sa mga tao na naapektuhan ng biglaang implimentasyon ng ARL. Dapat na malaman ng tao na mas madali para sa CAP Philippinesang magdeklarang bankrupt at iwanang walang-wala ang kanilang mga planholders, ito na marahil ang pinaka madali kung ang iniisip nila ay ang kanilang sarili lamang. Ang kanilang pinto ay nananatiling bukas sa kabila ng mga batikos sa kanila ng mga tao na sinusubukan nilang tulungan.Dapat ay atin silang pasalamatan sa pagpupumilit nilang magbukas at magsilbi sa mga tao at sa pag-pupumilit na maipaalam sa atin ang katotohanan.

  148. i’ve submitted the requirements for my son’s HELP PLUS policy last august 18, 2010. It’s almost a year but until now i’ve not claimed the check which CAP promised to give after a month or so. been trying to see the list of unclaimed checks and it is not there yet. i’ve noticed that that list is not moving, just wondering if CAP do update their list. been also trying to call their contact nos. but nobody answers the phone. CAP, pls tell us the real score, are we waiting for nothing?

        It’s been 4 weeks since you have expressed your concern about my account which I’ve filed on August 18, 2010. What happened now? I need to be updated on this. CAP promised that I can claim the check after a month or so. It’s already more than a year now. You are responsible to your clients. You have so many fixed assets to liquidate and pay your clients, why is it taking you so long? Remember that those are hard earned money that we entrusted to your company. We need them now, my children are incurring a lot of expenses in their studies. Are your promises and our contracts  good for NOTHING? You have to act NOW, otherwise, we will resort to bringing up the matter again to Pres. Noynoy Aquino.

    • Kung ikaw ay taga rito sa Pilipinas,malamang ay narining mo na ang tungkol sa pagbagsak ng pre-need industry na kasama ang pangarap ng libu-libong mga estudyante at magulang na makatapos ng kolehiyo. Ayon sa mga haka-hakang nagmula sa kawalan ay na bankarote o na Scam raw ang mga ito depende kung aling Pre-need company ang pinag uusapan. At dahil sa karamihan sa mga pamilyang Pilipino ay naka depende sa Pre-need upang mapag tapos ang kanilang mga anak, takot ang bumalot sa mga tao nang lumabas ang mga bali-balita sa media.
      Ang pinaka apektado sa mga kompanyang sangkot sa isyung ito ay ang CAP Philippines (College Assurance Philippines). Sila ang may pinaka-mataas na bilang ng mga plan holders sa lahat. Nabugbog ang CAP Philippines nang ilang mga pulitiko na mula sa kawalan ay bigla na lamang lumabas mula rito, ang nagsabing “BANKAROTE ANG CAP PHILIPPINES!”. Kinwestyon nila kung ano at saan ginagamit ng CAP Philippines ang trust fund nila sabay pina-freeze nila ang account ng CAP Philippines sa SEC (Security and Exchange Commission).
      Natural ay nagalit ang mga planholders ng kompanya, kinansela nila ang kanilang mga subscription at nagsimula silang maningil sa CAP Philippines. Isa ito sa nagpalala ng problema ng CAP Philippines, dahil sa pangyayaring ito ay nasira ang reputasyon ng kompanya sa masa, na sya ring naging dahilan upang mahirapan ang kompanya na kumita at paikutin ang kanilang puhunan.
      Sa kagustuhan ng mga pulitikong ito at ng SEC na mapatunayang bankarote ang CAP Philippines ay gumamit sila ng isang paraan ng pagkalkula, ito ang Actuarial Reserve Liability or ARL na ayon sa SEC ay ang paraan upang makalkula ang estadong pang-pinansyal ng CAP Philippines.     was told that I’ll only be receiving less than half of what I have
    actually paid. I was also told that I can receive my refund after 5
    months from filing my claim but that didn’t happen.

    I got a check
    in September 2009 (after more than 4 yrs) but only a partial payment of
    my claim. The nice lady releasing the checks told me that issuance for
    refunds/claims are done in installments. I have sent several emails
    (email ad provided with the list of checks for release on the CAP
    website) before and after the release of the 1st check but didn’t get a
    single reply.

      •  When you say account number, are you referring to the policy number? If yes, it’s SFA Acct. No. 80-00-01-01-H0229. The CAP Help Plus was intended for my nephew Joshua’s education but I had to terminate the plan to avoid further “loss” exposure.  Hope they can give “updates” so we’d know that something is being done.

I asked my brother in my behalf to file our claims from CAP last Feb. 2011.  Prior to that, I sent my inquiries to CAP over the phone and asked how long will it take for me to have paid, since i requested for a lumpsum payment.  Accdg to the lady ive talked,  it will take at least 6 months and still it shall be paid in installment basis.. It would be impossible for my brother to do everyday follow-up since hes been living a few kms away from your office and absolutely fare has always been a problem.  Cguro alam ng Cap na lahat kme tlagang sinikap na matapos ito…dahil naasa kme na makaktulong to sa pag aaral ng mga anak nmin..Pero asan na ung cnasabi niong tulong…ilang buwan na ang dumaan ni isang sentimo ala pa kaung nilalabas.  Hirap na rin kme maglabas sa sariling bulsa nmin ng pagpapaaral kaya nga sinigurado nmin ang education nila sa inyo..tapos ito pala ang mangyayari..Paki check nmn ang pre need plan with acct. number 77-74-88-01-H0468.  ANo na ba ang status ng acct ko? kelan ba ko makakakuha? Pera na pinaghirapan at pinagsikapan ko para sa edukasyon ng anak ko..tapos ganito ang mangyyari….Pls. reply…

My policy with CAP has an ROI and since there’s an ROI as stated in the policy that I can still claim the amount we have paid in CAP after 10 years since graduation. Can we still claim it by Dec 2012? Can you search my policy number by using my name? I’m still looking for my policy number. Kindly advise. Thanks

    This is my second time to address my sentiments thru this page, I am desperately in need of financial aid for my son’s schooling.  After having heard from you Ms. Ann a month ago, no updates has been sent yet..Nde ko na alam kung san ko kukunin ang pera sa pagpapaaral ng anak ko….alang trabaho pa ang asawa ko at kelangan kong itaguyod ang 3 kong anak….kaya nababaon na ko sa utang dahil sa pagpapaaral sa anak ko at nde ko na alam kung san pa ko kukuha, alam kong nde ko dapat ginagawa ang makiusap sa inyo dahil PERA KO ang hinihingi ko sa inyo, pero sana maisip nio na ang tagal at ang dame ng sakripisyo makuha lng nmin ang benepisyo na pinangako nio non.  Inaasahan ko na sa susunod na buwan ay makatanggap na ako kahit partial payment lng nman, makatulong man lng…..at sana Ms. Ann…iupdate nio nman ako…ang SFA No. 77-74-88-01-H0468.  Sana nman, nakikikusap ako sa perang pinagpaguran ko para sa anak ko…na matulungan nio ko ngaun….Tugunan nio na ang pakiusap ko…..

      • Ms. Maria Thanks for the updates.  A few months back when I was informed that my claims have already been processed and is now in the Trustee Bank for scheduling/funding.  My concern now is how long would it take for CAP to release funds and make payments?,  Upon telling me the status of my claims, how much longer should I have to wait to get paid?  I badly need it.

  165. Hi Ms. Maria Ann, My son’s HELP PLUS SFA no. is 77-73-32-01-H0085. I’ve filed my claim on Aug. 18, 2010. I’ve been following-up since then but until now, i’ve not received any checks. Per my last info about it, my claim has been processed on Sept. 8, 2010 and it’s now in the Treasury Dept. I tried calling up 815-4960 but the line is always busy. Pls. help me on this. I’ve been monitoring CAP’s List of Unclaimed checks but  my son’n name is not there yet. Thanks

    I have filed my first semestal of my daughter July 2008 and still no settlement under SFA Acct 62-73-56-01-A5589.  My daughter is already in 4th Year and haven’t received any amount from CAP. 

     Her school is Ateneo which is ECU A, but my policy is ECU B.  In the policy, there was no benchmark of amount indicated for each level.  My daughter’s TF for the first sem is just 1/4 of the amount CAP is paying. As per study, under ACU B (La Salle / Sto. Tomas), year 2008, tuition fee already reached 35K++ per sem. CAP has assessed 17K for my 1st sem.  I think this is under-rated / under-valued as to the prevailing TF for respective years 2008-2011. My Gross price is PHP272,000. For 8 Semesters, 34K should at least be reimbursed per sem.

  180. I POSTED THIS COMMENT ALMOST A YEAR AGO:I
    terminated my plan (SFA Acct. No. 80-00-01-01-H0229) last May 2005 and
    was told that I’ll only be receiving less than half of what I have
    actually paid. I was also told that I can receive my refund after 5
    months from filing my claim but that didn’t happen.I got a check
    in September 2009 (after more than 4 yrs) but only a partial payment of
    my claim. The nice lady releasing the checks told me that issuance for
    refunds/claims are done in installments. I have sent several emails
    (email ad provided with the list of checks for release on the CAP
    website) before and after the release of the 1st check but didn’t get a
    single reply.I was hoping that CAP could at least give us
    updates on the status of our claims. How long do I have to wait for the
    next check(s)? I’ve already lost a lot considering the number of years
    that have passed since I filed a claim.Hope I could get an answer and receive my claim real soon.Thank you.
     

    I WOULD LIKE TO ASK IF THERE ARE ANY UPDATES ON THE RELEASING OF CHECKS.  I TRIED TO OPEN THE “LIST” IN THE CAP WEBSITE JUST A FEW MINUTES AGO BUT THE LIST FOR THOSE WHO FILED IN THE HEAD OFFICE WON’T OPEN.  HOWEVER, THE LIST FOR PROVINCIAL OFFICES ARE OPENING JUST FINE.  I TRY TO VISIT THE WEBSITE EVERY NOW AND THEN, HOPING TO SEE MY NAME.

    Any news/update on claim for SFA Acct. No. 80-00-01-01-H0229 which was terminated in May 2005?

    As I mentioned before, I got a check last September 2009 though it’s not for the full amount of my claim.  I was told that payment will be on installment basis.  I’ve been checking the website to find out if I have another check to claim but recently the “list” can no longer be accessed.

    I couldn’t get any update from CAP.  I didn’t want to go to their office because I might just be disappointed and may be wasting my time.  I saw my name on the “list” before; that’s why I went there to claim my check.

    Please get in touch with them and request that the “list” be put back on as it is the ONLY way for us to know if we have something to claim (though I know you’ve been trying to help us too).

Nakakaawa naman ung mga nagpepension sa CAP lalo na ang educational plan, ung mister ko hindi man lang ginamit ung educational plan nya sa CAP dahil naging scholar ng DOST, 7years na isang beses pa lang namin nakukuha ung claim check nya, laging sagot ng CAP “hindi lang naman kayo ung kumukuha ng claim.” Ang sarap sanang sagutin at murahin ung kausap namin sa CAP. Unang una, hindi nga namin nagamit bakit kami nagpapakahirap kunin ung buong pera, dapat nga ibigay sa amin ng buo kc hindi nga nagamit, inimpok namin un. Palibhasa ginamit ng mga namumuno sa CAP ung pera namin. Maawa nman kayo ibigay nyo ng buo na at wag ung papartial partial. Kapal ng face nyo, kaya sa mga taong my balak ng kumuha ng educational plan sa anak nila wag na lang sa CAP mag impok na lang kayo sa bangko ung mga matatag, like BDO, Metrobank or Landbank. Kasi pag ung anak nyo naging scholar aabutin kayo ng 10yrs or more than a year bago nila ibalik ng CAP ung pera nyo na hindi nagamit dahil gagastusin muna nila.

  198. Malabo talaga ibigay ung PERA natin. PERA na nga natin bkit ang hirap pa ibigay ng CAP hindi nman sila nagpakapagod magtrabaho. Kaya on process pa kasi wala silang pondo lalo pa ngayon enrollment. Ganito ang style ng CAP ung mga nagclaclaim wala pa makukuha kasi nagbabayad pa sila ng enrollment dahil pasukan. See, Si Ms. Maria Ann hindi na nagcocoment dito dahil alam nya na tama ung sinasabi ko, mapapahiya lang sya sa akin. 
    AT ISA PA, RENEWAL NG MGA LICENSE NG MGA LIFE/NON LIFE INSURANCE SA INSURANCE COMMISSION MAGBABAYAD SILA NG LICENSE so lalo mawawalan ng pondo sila. Kaya HOLD nanaman kaming nagclaclaim..

  205. nag bayad ako ng educational plan, tapos non nag college na ang anak ko , ako pa ang nag pa labas ng pera sa pag e enroll ng anak ko. maitanong ko lng ? saan na ba ang bina bayad ko sa inyo.?eh ako naman ang nag babayad sa pag e enroll ng anak ko. parang niloloko lng talaga ninyo ang mga plan holder. kung alam ko lng sana ganito ang modus operandi ninyo. sana hindi na ako kumuha ng pension at educational plan ko sa inyo.dugo at pawis ang pinuhunan ko dyan sa companya nyo. tapos niloloko nyo lng pala.

  206. Hello! I’m Rhea from Bacolod City. I’ve noticed that the website does not work anymore when I tried to check if I have my name on the claims already and nobody answers the phone at the Bacolod CAP office when I tried to call. What is the updates with my refund? I already graduated but I still did not receive anything. My grandma applied for that thinking I will have to worry about my college expenses and now I really want to be reimbursed for it. Please update me as soon as possible since I direly need my money. I did not complain when I had to struggle financially during my college years but right now I need updates when I will be refunded since I have kids as well that I support alone. I will be waiting for your response. Thank you lots.
